This bill mandates that county recording officers establish a property alert service designed to notify property owners of the recording of certain documents, such as liens and deeds, that may affect their property. The service will inform participating property owners within seven days of any relevant recordings. Property owners can voluntarily enroll in the service by providing their preferred mailing or email address for notifications. Additionally, the bill allows county recording officers to charge a participation fee of up to $10 per property per year.

To ensure the effective implementation of this service, the bill requires the Commissioner of Community Affairs to adopt necessary rules and regulations by the first day of the fifth month following the bill's enactment. The bill is set to take effect on the same date, enhancing protections against fraudulent property recordings and improving communication with property owners.
