This bill mandates the Division of Family Development in the Department of Human Services to create a notice for applicants of the State Supplemental Nutrition Assistance Program (SNAP). The notice will inform applicants about eligibility and verification requirements, as well as the responsibilities of county SNAP agencies in assisting with the application process. It must be written at a fourth-grade reading level in English and translated into the top seven most common non-English languages in the state, along with any other languages deemed necessary by the Commissioner of Human Services.

Furthermore, the bill allows SNAP applicants to self-attest to various eligibility factors, including dependent care expenses, household composition, financial resources, shelter expenses, and citizenship status during the certification or recertification process. While immigration status must be verified according to federal law, additional verification of self-attested information will only be required if deemed questionable. In such cases, the applicant will receive written notice explaining the concerns and providing examples of acceptable documentation for verification. The Assistant Commissioner of the Division of Family Development is tasked with promulgating rules and regulations to implement the provisions of this bill.
