This bill mandates that all new passenger automobiles manufactured in New Jersey be equipped with a rear-seat detection system designed to identify the presence of unattended occupants in the vehicle after the engine is turned off. The system must provide auditory, visual, and haptic warnings to alert both individuals inside and outside the vehicle. Additionally, the system cannot be disabled or overridden in a way that would prevent it from detecting unattended occupants or issuing warnings. The Chief Administrator of the New Jersey Motor Vehicle Commission is tasked with establishing the functional design specifications for these systems.

Furthermore, the bill allows the Chief Administrator to consider including features that would notify emergency response agencies of an unattended occupant's presence and provide the vehicle's geographical location for timely assistance. The legislation is set to take effect two years after its enactment, and any passenger automobiles manufactured before this date will not be required to have the rear-seat detection system installed.
