The eligible funds are defined as local educational agency subgrants from the Elementary and Secondary School Emergency Relief Fund under the American Rescue Plan Act of 2021, excluding amounts reserved for addressing learning loss. To qualify for the grant, a district or school must demonstrate an increase in the percentage of students who did not meet or partially met expectations in English language arts or mathematics compared to the 2018-2019 school year.
The program's purpose is to assist educational institutions in implementing high-quality, evidence-based interventions that address the academic, social, and emotional needs of students, particularly in response to learning disruptions caused by the COVID-19 pandemic. Schools that receive grants must use them to supplement eligible funds for various educational programs, including tutoring, summer learning, and additional staffing. The total funding for the program is capped at $200 million, and the grants will be funded through federal ARP Act resources. Schools must submit detailed applications outlining their proposed interventions, and if approved, they will receive a matching grant equal to 50% of the dedicated funds for their initiatives.
