This bill amends existing law to require motor vehicle history checks for employees of community agencies under contract with or licensed by the Department of Human Services. The bill specifies that certain offenses, such as operating a vehicle under the influence, reckless driving, or having a suspended license due to multiple offenses within the past ten years, will disqualify individuals from employment. Additionally, it mandates that background checks for both criminal and motor vehicle history be conducted at least every two years.

Furthermore, the bill allows for provisional employment for up to six months while awaiting the results of these background checks, provided the individual submits a sworn statement affirming they have no disqualifying convictions. It also includes provisions for individuals to demonstrate rehabilitation to avoid disqualification based on past offenses. The Department of Human Services is tasked with making determinations regarding qualifications and disqualifications, and it must notify both the individual and the community agency of its decisions.
