This bill mandates that each public institution of higher education in New Jersey establish a menstrual equity task force, led by the institution's president. The task force's primary objective is to enhance the institution's efforts in achieving menstrual equity by assessing current access to menstrual products, identifying needs, and proposing best practices. Members of the task force will be appointed by the president and must include a diverse group of campus stakeholders, such as students, faculty, staff, and representatives from various campus services.
Within six months of the bill's effective date, the task force is required to submit a comprehensive plan to the president that outlines strategies for achieving menstrual equity on campus. This plan must include an estimate of individuals needing free menstrual products, proposed distribution locations, additional recommendations, projected costs, and a timeline for implementation, which should be completed within 12 months. The president is responsible for forwarding the plan to the institution's governing body, the Governor, and the Legislature, and may take preliminary actions towards menstrual equity before the established timeline. The task force will dissolve 30 days after submitting its plan.
