This bill authorizes the creation of special Mental Health Awareness license plates by the Chief Administrator of the New Jersey Motor Vehicle Commission. The plates will feature the words "Mental Health Awareness" alongside the standard registration number and other required markings. An application fee of $50, along with an annual renewal fee of $10, will be charged for these plates, with the additional funds directed to the newly established Mental Health Awareness License Plate Fund. This fund will support mental health research and programs in New Jersey, with the chief administrator required to certify the average cost of producing the plates annually. If the average cost exceeds the application fee for two consecutive years, the program may be discontinued.
The bill stipulates that no state funds will be used for the initial costs associated with the design and production of the license plates. Instead, a designated individual or entity must contribute up to $25,000 to cover these costs, and the division may accept additional private donations. The commission cannot begin the production of the plates until it receives the necessary funds and at least 500 completed applications. The bill will take effect only after these conditions are met and will expire if not fulfilled within a specified timeframe.
