This bill mandates the Department of Human Services (DHS) to create a framework within 180 days of its effective date to enhance collaboration among State academic institutions, healthcare providers (including Level 1 trauma centers), and Medicaid managed care organizations. The goal is to optimize federal and State Medicaid resources to achieve long-term improvements in healthcare quality across New Jersey. Additionally, the DHS is authorized to contract with a third-party entity to assist in developing this framework.

To support the implementation of this initiative, the bill appropriates $250,000 from the General Fund to the DHS. Furthermore, the Commissioner of Human Services is tasked with applying for any necessary federal Medicaid waivers or State plan amendments to ensure ongoing federal reimbursement for State expenditures related to the Medicaid program. The act is set to take effect immediately upon passage.
