The goal is to optimize both federal and State Medicaid resources to foster long-term improvements in healthcare quality across New Jersey. The DHS is authorized to contract with a third-party entity to assist in developing this framework and is required to apply for any necessary federal Medicaid waivers or State plan amendments to ensure ongoing federal reimbursement for State expenditures related to Medicaid.

To support the implementation of this initiative, the bill appropriates $250,000 from the General Fund to the DHS. The framework must be developed within 180 days of the bill's effective date, and the act is set to take effect immediately upon passage.
