This bill mandates the New Jersey Turnpike Authority (NJTA) and the South Jersey Transportation Authority (SJTA) to create programs that waive electronic toll collection fees for qualified disabled veteran-owned businesses. To qualify for the fee exemption, the vehicles must be owned, leased, or financed by a disabled veteran, used for a business that generates at least $2,500 in revenue and is certified to operate in New Jersey, registered in the state, and have an active electronic toll collection account.

The bill defines a "disabled veteran" as a resident certified by the U.S. Department of Veterans Affairs with a service-connected disability rating of at least 10 percent, and a "disabled veteran-owned business" as one that is independently owned and operated, with at least 51 percent ownership and control by disabled veterans. The act is set to take effect 90 days after its enactment.
