The bill establishes the New Jersey Center for Black Excellence in Health at Rutgers University, aimed at enhancing public health programs and services for Black communities and people of color. The center's objectives include researching and disseminating evidence-based health care models, fostering collaborative partnerships to improve the state's public health system, and recommending systemic changes to eliminate health disparities in historically underserved communities.

To support these initiatives, the center will form a 12-member steering committee composed of representatives from various state departments, health care organizations, and advocacy groups, co-chaired by the President of Rutgers University and the Commissioner of Health. The center will also seek grant funding and may enter into contracts with public or private entities to further its mission and hire necessary staff. The bill is set to take effect immediately upon passage.
