The bill establishes the Military-Connected Student Mental Health Grant Program, which is designed to provide financial support to school districts with a high concentration of military-connected students. The Department of Education, in collaboration with the Department of Military and Veterans Affairs, will administer the program, awarding grants to selected school districts to enhance mental health services, outreach, and counseling for military-connected students, particularly those whose parents or guardians are called to active duty. School districts must apply for these grants by demonstrating their need and outlining how they plan to utilize the funds.
Additionally, the bill mandates that school districts receiving grants submit reports detailing their use of the funds and the impact on student mental health services. The Commissioner of Education will also compile and submit a report to the Governor and the Legislature regarding the program's effectiveness and recommendations for its future. To support this initiative, the bill appropriates $1 million from the General Fund to the Department of Education for the program's implementation.
