This bill mandates that all animal care facilities in New Jersey, including pet shops, grooming businesses, and pet daycares, must install and maintain video monitoring systems in areas where animals are kept or handled. The video monitoring systems are required to continuously record activity and retain footage for a minimum of 30 days. The bill specifies that cameras should not be placed in employee break rooms, restrooms, or administrative offices. Additionally, the owners or operators of these facilities must make the recorded footage available to state departments or law enforcement agencies upon request, particularly in cases of investigations related to animal cruelty or consumer fraud.

To enforce compliance, the bill establishes civil penalties for violations, with fines of up to $500 for a first offense and up to $1,000 for subsequent offenses. The Department of Agriculture, in collaboration with the Division of Consumer Affairs, is tasked with adopting rules and regulations to implement the act. Each day of non-compliance is considered a separate offense, and jurisdiction for enforcement is granted to both the Superior Court and municipal courts. The act is set to take effect immediately upon passage.
