The Energy Subsidies Transparency Act aims to enhance accountability and transparency regarding energy-related subsidies in New Jersey. It authorizes the Board of Public Utilities (BPU) and the Division of Rate Counsel to require energy companies that receive subsidies to disclose financial and operational information related to those subsidies. The BPU is tasked with developing and publishing a comprehensive list of all energy-related subsidies offered in the state, which must include details such as the name, duration, provider, and funding source of each subsidy. This list is to be updated at least annually, ensuring that ratepayers and taxpayers have access to relevant information about how their money is being utilized.

Additionally, the BPU is empowered to implement uniform transparency standards for all energy generation systems and to adopt rules requiring commercial entities receiving state subsidies to publish specific financial or operational information. The act mandates that the BPU submit an annual report to the Governor and Legislature detailing the subsidies distributed to each commercial entity, the type and amount of power generated, and other pertinent information. The overarching goal of the bill is to promote stricter oversight of public funds used in energy generation, while allowing energy companies the option to opt-out of subsidies if they prefer to operate without such requirements.
