This bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission to create special 25th anniversary of 9/11 license plates, which will feature a design that pays tribute to the victims and heroes of the September 11th terrorist attacks. The design and color scheme will be selected in consultation with an organization dedicated to supporting those affected by the attacks. An application fee of $50 and an annual renewal fee of $10 will be required for these plates, with the additional fees being deposited into a special fund known as the 25th Anniversary of 9/11 License Plate Fund. This fund will be used to support the mission and programs of the designated organization.

The bill stipulates that state or public funds cannot be used for the initial costs associated with the license plate program, which includes designing, producing, and publicizing the plates. Instead, the designated organization or its representatives must contribute up to $25,000 to cover these initial costs. The commission will not begin the program until the organization provides the necessary funds and at least 500 completed applications for the plates. The provisions of the bill will remain inoperative until these conditions are met, and the bill will expire if they are not satisfied within a specified timeframe.
