The bill aims to mitigate the potential loss of access to these programs due to increased administrative burdens by helping residents find legitimate volunteer opportunities that fulfill these requirements.

To implement this, the DHS is required to collaborate with the Governor's Office of Volunteerism to enhance existing volunteer resources, making information about compliance accessible to residents. This includes creating a web-based tool for searching volunteer opportunities, engaging organizations to identify compliant opportunities, and developing a mobile application for beneficiaries to submit documentation of their volunteer hours. The bill also stipulates that the DHS will conduct annual audits of submitted information to ensure accuracy and prevent abuse, while providing the state with immunity from liability for injuries incurred by volunteers through the established tool.
