This bill mandates the New Jersey Department of Human Services (DHS) to promote and support volunteerism as a means for recipients of NJ FamilyCare and the Supplemental Nutritional Assistance Program (SNAP) to comply with new eligibility requirements established by the federal One Big Beautiful Bill Act (OBBBA). Effective July 4, 2025, OBBBA introduces expanded work requirements for these programs, which could potentially displace many beneficiaries due to increased administrative burdens. To mitigate this risk, the bill emphasizes the importance of helping residents find legitimate volunteer opportunities that can fulfill the new work requirements and facilitate compliance.

To implement this, the DHS is required to collaborate with the Governor's Office of Volunteerism to enhance existing volunteer resources, making information about compliance accessible to residents. Key initiatives include creating a web-based tool for searching volunteer opportunities, engaging community organizations to identify compliant volunteer roles, and developing a mobile application for beneficiaries to submit documentation of their volunteer hours. Additionally, the bill stipulates that the State will not be liable for injuries incurred by volunteers participating in activities linked to the established web-based tool. The DHS is also tasked with conducting annual audits to ensure the accuracy of submitted information and to adopt necessary regulations to support the bill's objectives.
