The bill establishes the New Jersey Food Security Coordination and Response Program within the Department of Human Services, aimed at ensuring access to food and nutrition resources for recipients of the Supplemental Nutrition Assistance Program (SNAP) and the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) during crises, such as disruptions in food assistance benefits. The program will coordinate efforts across various state agencies, including the Departments of Health and Children and Families, and will involve the creation of a Food Security Coordination and Response Working Group. This group will consist of key commissioners and public members representing various community sectors, including food banks and maternal health care providers.

Additionally, the bill establishes the Emergency Food Security Coordination and Response Fund to support food access and nutrition assistance activities during crises. The fund will provide emergency grants to local organizations and will be managed by the Department of Human Services. The department is also tasked with developing a public awareness campaign to inform residents about available assistance programs and creating a data dashboard to track food insecurity rates and related health indicators. An annual report summarizing the collected data and strategies to reduce food insecurity will be published for the Governor and Legislature. The bill is set to take effect 180 days after enactment, with provisions for anticipatory administrative actions.
