This bill aims to protect certain residential tenants from eviction and removal during federal government shutdowns. It allows the Governor to issue an executive order declaring that eligible residents—defined as federal employees furloughed due to the shutdown or recipients of the Supplemental Nutrition Assistance Program—cannot be removed from their residential properties as a result of eviction or foreclosure proceedings. The executive order would remain in effect for up to one month after the shutdown ends.

While eviction and foreclosure proceedings can still be initiated or continued during the executive order, the enforcement of judgments for possession, warrants of removal, and writs of possession would be stayed, except in specific circumstances. These exceptions include cases where the court finds enforcement necessary in the interest of justice or if the eviction is not related to nonpayment or habitual late payment of rent. Additionally, sheriffs and court officers are required to refrain from removing individuals from residential properties during the executive order, with the same exceptions applying.
