The bill establishes the New Jersey Alzheimer's Disease Master Plan Study Commission within the Department of Human Services, consisting of 15 members, including state officials and appointees from various sectors related to Alzheimer's care. The commission will include the Commissioners of Health and Human Services, two members from the Senate and two from the General Assembly, and nine members appointed by the Governor, representing healthcare professionals, caregivers, clergy, and legal experts. Members will serve without compensation but will be reimbursed for necessary expenses, and the commission will receive staff support from the Department of Human Services.

The primary duty of the commission is to develop a comprehensive master plan to address the needs of individuals diagnosed with Alzheimer's disease and their caregivers. The plan will encompass various measures, including improving healthcare quality, ensuring sustainable funding, promoting community engagement, supporting family caregivers, and preventing abuse. The commission is required to submit the master plan to the Governor and the Legislature within two years of appointing a majority of its public members, and it will dissolve 60 days after the plan's submission.
