This bill mandates the Office of School Facilities within the Department of Education to create a program aimed at inspecting, evaluating, and repairing or replacing roofs and HVAC systems in school buildings that are owned by school districts, at least 75 years old, and used for instructional purposes. School districts have the option to submit evaluations conducted by licensed professionals within the last five years instead of undergoing the evaluation by the Office. The Office will prioritize repairs or replacements based on these evaluations and each district's long-range facilities plan, with a focus on enhancing student safety.
To support this initiative, the bill establishes a dedicated, nonlapsing fund called the School District Roof and HVAC Project Fund, which will be allocated $500 million from the General Fund. All costs related to the inspections, evaluations, and repairs or replacements will be covered by the State, and all work must be performed by licensed contractors or subcontractors either employed by or contracted with the Department of Education, adhering to applicable State procurement laws. The bill is set to take effect four months after its enactment, although the Commissioner of Education may take necessary anticipatory actions for implementation.
