The OBBBA, effective July 4, 2025, introduces expanded work requirements for non-disabled adults aged 19 to 64 in NJ FamilyCare and extends the SNAP work requirement to individuals up to age 64 and those with dependents over 14. The bill aims to mitigate the potential negative impact of these requirements on beneficiaries by facilitating access to volunteer opportunities that can satisfy compliance through community engagement.
To achieve this, the DHS is required to collaborate with the Governor's Office of Volunteerism to enhance existing volunteer resources, making information about compliant volunteer opportunities easily accessible. Key initiatives include establishing a web-based tool for searching and applying for volunteer opportunities, creating a database for organizations to register and submit volunteer opportunities, and developing a mobile application for beneficiaries to submit documentation of their volunteer hours. Additionally, the bill stipulates that the State will be immune from liability for injuries incurred by volunteers participating in activities linked to the established web-based tool. The DHS is also tasked with conducting annual audits to ensure the accuracy of submitted information and compliance with the new regulations.
