The pilot program will enable selected counties and municipalities to post job vacancies and administer examinations with the commission's approval, while the commission will continue to create the examinations. After the examination process, candidates can be hired upon completing the certification process and signing a waiver that exempts them from the traditional civil service hiring process. Additionally, the bill stipulates that counties and municipalities will not be required to replace candidates hired through this streamlined process, even if a subsequent certified eligible list is issued. The Civil Service Commission is also tasked with reporting on the pilot program's implementation and recommendations after two years.
