This bill allows municipalities, counties, school districts, and political subdivisions in New Jersey to withdraw from the Civil Service system established under Title 11A of the New Jersey Statutes. The governing body can rescind the adoption of this title through an ordinance, resolution, or referendum, with the rescission taking effect six months after its passage. If a governing body rejects a proposal to rescind, they cannot hold another vote on the matter for at least five years. Additionally, once a governing body rescinds the Civil Service provisions, they cannot readopt them for at least five years and may only do so once.
Employees who were part of the Civil Service system before the rescission will retain their tenure, benefits, and protections under the Civil Service. However, any new employees hired after the rescission will not be eligible for Civil Service protections. The New Jersey Civil Service Commission is tasked with creating regulations to implement these changes. The bill is set to take effect immediately upon passage.
