The State Lottery Commission is tasked with creating regulations for the list, including procedures for placement and removal, as well as ensuring that courier services do not target self-excluded individuals with promotions or credit offers. Any winnings obtained by individuals on this list will be subject to forfeiture, with proceeds directed to the State General Fund for compulsive gambling treatment and prevention programs.
