This bill authorizes registered courier services to electronically sell instant lottery game tickets to individuals within New Jersey. An "instant lottery game ticket" is defined as a physical ticket approved by the Division of State Lottery, where play symbols are revealed by removing a protective coating. The bill also mandates that courier services maintain a secure database of stored tickets and notify customers of any winning ticket values within 24 hours. Additionally, it prohibits courier services from charging fees based on lottery winnings and establishes that operating without registration is a third-degree crime.
Furthermore, the bill establishes a self-exclusion list for individuals who voluntarily wish to refrain from participating in State Lottery games due to gambling problems. The State Lottery Commission is tasked with creating regulations for the list, including procedures for placement and removal, as well as ensuring that courier services do not target self-excluded individuals with promotions or credit offers. Any winnings obtained by individuals on this list will be subject to forfeiture, with proceeds directed to the State General Fund for compulsive gambling treatment and prevention programs.
