The study will analyze the effects of these cuts on various Medicaid services, populations, and direct service providers within the state, focusing on hospitals, long-term care facilities, transportation providers, and Medicaid eligibility for residents. Additionally, it will evaluate the implications for state and local budgets.

Following the study, the Commissioners of Human Services and Health are required to prepare and submit a report to the Governor and the Legislature within 90 days of the bill's effective date. This report will summarize the study's findings and provide recommendations for legislative or regulatory actions to ensure the continued provision of Medicaid services, including resource prioritization. The report will also be made publicly available on the respective departments' websites. The act will take effect immediately and will expire upon the submission of the required report.
