This bill establishes a nine-member commission within the Department of Human Services to assess the impact of projected federal cuts to Medicaid on the state's services. The commission's responsibilities include monitoring Medicaid trends, analyzing the effects of federal policy changes, and recommending legislative or other actions to address these changes. The commission will consist of the Director of the Division of Medical Assistance and Health Services (or a designee), four legislative members appointed by key leaders in the Senate and General Assembly, and four public members appointed by the Governor.

The commission is required to submit a written report to the Governor and the Legislature within 12 months of its organizational meeting and annually thereafter. These reports will include analyses of the impact of federal policy changes on Medicaid services and any necessary recommendations. Additionally, the reports will be made publicly available on the Department of Human Services' website. The commission members will serve without compensation but may be reimbursed for necessary expenses incurred in their duties.
