This bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission to issue special license plates for Delta Sigma Theta Sorority, Inc. The plates will feature a design that includes appropriate words or a slogan and an emblem honoring the sorority. An application fee of $50 is required, along with an annual renewal fee of $10. The fees collected will be deposited into a newly created Delta Sigma Theta Sorority, Inc. License Plate Fund, which will support the organization's mission and programs, including educational and health initiatives for disadvantaged communities. The bill also stipulates that if the average cost of producing the plates exceeds the application fee in two consecutive fiscal years, the program may be discontinued.
Additionally, the bill specifies that state funds cannot be used for the initial costs associated with the license plate program. Instead, the Eastern Region of Delta Sigma Theta or a designated entity must contribute up to $25,000 to cover these costs. The Chief Administrator is not required to begin the program until the Eastern Region provides the necessary funds and at least 500 completed applications for the plates. The bill repeals a previous law related to Delta Sigma Theta license plates and establishes a timeline for implementation, with provisions that will remain inoperative until certain conditions are met. If these conditions are not satisfied within 12 months of enactment, the bill will expire.
