Additionally, the bill clarifies that if the planning board requires substantial amendments to the proposed development layout after a hearing, an amended application must be submitted and processed as if it were the original application. The planning board is mandated to grant preliminary site plan approval if the proposed development complies with the ordinance and the MLUL. This legislation aims to enhance the assessment of stormwater management in new developments, thereby addressing potential environmental impacts.
