The Safe and Sustainable Transportation Act establishes specific targets for reducing vehicle miles traveled (VMT) in New Jersey, aiming for a 10 percent reduction in per capita VMT and a 3 percent reduction in Statewide VMT by 2035, compared to 2019 levels. By 2050, these targets increase to a 20 percent reduction in per capita VMT and an 8.5 percent reduction in Statewide VMT. The New Jersey Department of Environmental Protection (DEP), in collaboration with the New Jersey Department of Transportation and the New Jersey Motor Vehicle Commission, is tasked with creating an inventory of VMT data from previous years and 2019 to track progress toward these goals.

Additionally, the bill establishes the Vehicle Miles Traveled Advisory Commission, which will consist of various ex officio members from state agencies and public members appointed by the Governor. This commission is responsible for meeting at least twice a year to review and publicize metrics related to VMT reduction, assess the state's progress, and recommend policy changes to help achieve the established targets. The overarching goal of the legislation is to address greenhouse gas emissions from the transportation sector by promoting reduced reliance on vehicles, thereby enhancing public health and environmental sustainability.
