This bill requires the executive county superintendent of schools to create and submit a consolidation plan to the Commissioner of Education, aimed at merging all school districts within the county, with the exception of county special services and vocational school districts. The plan must focus on consolidating any school district with fewer than 500 students and propose the creation or expansion of all-purpose and limited-purpose regional school districts. The Commissioner has six months to approve or disapprove the plan, providing feedback for any necessary revisions, which must be resubmitted within 30 days.

Upon approval, the executive county superintendent is tasked with commissioning a feasibility study for each proposed regional district, funded by the state. These studies must ensure that the consolidation does not increase student segregation, improve efficiency, and enhance educational quality. If the feasibility study meets the required assurances, the new regional districts can be established without voter approval by a specified deadline. If the study fails to meet these assurances, the Commissioner will devise an alternative consolidation plan, which must also be implemented by a set deadline. The bill also allows for periodic reviews of shared services arrangements between school districts and local government entities.
