To qualify for the program, riders must be residents of these counties. NJT will collaborate with transportation network companies (TNCs) to offer these rides at a flat rate, which will be determined in consultation with the TNCs. The bill also allows TNCs to offer reduced fares for veterans and senior citizens based on the established flat rate.

Additionally, the bill outlines that prearranged rides can be scheduled during both peak and off-peak hours, and it requires NJT to create a system for riders to book these rides through the TNCs' digital platforms. Eligible riders who use the pilot program to reach NJT facilities will receive a reduced fare for their transit services, contingent upon proof of participation in the program. NJT is tasked with submitting annual reports to the Governor and Legislature detailing the program's progress, including participant satisfaction and recommendations for future actions regarding the pilot program.
