This bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission to create and issue special New Jersey 4-H license plates for motor vehicles registered in the state. The plates will feature a design that includes appropriate words or a slogan and an emblem honoring New Jersey 4-H, with the design and color scheme selected in consultation with the organization. An application fee of $50, along with an annual renewal fee of $10, will be required for these plates, with the additional fees deposited into a newly established New Jersey 4-H License Plate Fund. This fund will support the mission and programs of New Jersey 4-H after deducting administrative costs.

The bill stipulates that no state or public funds will be used for the initial costs associated with the license plate program. Instead, New Jersey 4-H or a designated entity must contribute up to $25,000 to cover these costs, which include designing, producing, and publicizing the plates. The commission will not begin the program until it receives the necessary funds and at least 500 completed applications for the plates. The bill will take effect immediately but will remain inoperative until these conditions are met, and it will expire if not fulfilled within a year.
