This bill mandates that all water public utilities, local authorities, and municipal utilities utilizing smart meters must notify their smart meter customers by the end of each month about their water usage. Notifications can be sent via mail, electronic mail, or text message, depending on the customer's preference, and must include the cost in dollars and the amount in gallons of water used for the billing cycle up to two days prior to the notification. Additionally, these utilities are required to offer customers options to set a threshold for monthly water usage costs and to receive comparative usage notices from previous billing cycles.
Furthermore, the bill stipulates that utilities must make initial contact with smart meter customers through a bill insert that provides instructions on how to opt-in for notifications, opt-out, and consent to receive text messages. It also prohibits utilities from sending text message notifications unless the customer has explicitly consented to receive them. Each bill issued to smart meter customers must contain specific information, including the dollar amounts charged in the previous and current billing cycles, the difference between these amounts, and any applicable tariffs, fees, or taxes. The act is set to take effect 90 days after its enactment.
