This bill amends R.S.39:10-19 to require that all applicants for new and used motor vehicle dealer licenses, as well as current licensees and those relocating their businesses, establish and maintain a telephone system registered in the name of the dealer's business. The telephone system can include both landline and mobile telephones. This requirement is in addition to existing regulations that mandate a physical place of business for dealers, with specific size and operational criteria.

The bill also clarifies that leasing dealers who do not engage in buying, selling, or dealing in motor vehicles are exempt from maintaining a physical business location and telephone system. Furthermore, it stipulates that any person with a used motor vehicle dealer license at the time of the bill's enactment must also comply with the new telephone system requirement.
