Additionally, any job vacancies that arise during this period must first be offered to qualified employees who transferred from New Jersey City University to Kean University. The bill also allows these employees two years to meet any new position requirements resulting from restructuring, without the risk of involuntary reassignment or termination during that time.

Furthermore, the bill mandates that all existing collective bargaining agreements and employment terms for these employees remain in effect for three years post-merger, and prohibits Kean University from undermining these agreements without consent from the recognized collective bargaining unit. It grants the bargaining unit the right to enforce these terms through legal means, including seeking injunctive relief for any violations. The bill also ensures that all collective bargaining units prior to the merger are maintained without change, and requires Kean University to implement a transparent communication plan to support affected employees throughout the merger process.
