This bill establishes protections for faculty and professional staff members of New Jersey City University (NJCU) in the event of a merger with Kean University. It stipulates that for three years following the merger, no employee who is part of a recognized collective bargaining unit at NJCU can be terminated, laid off, or subjected to any adverse employment actions due to the merger. Additionally, any job vacancies resulting from voluntary separations of transferred employees must first be offered to other qualified employees who also transferred from NJCU. Employees will have two years to meet any new position requirements arising from restructuring, and existing collective bargaining agreements will remain in effect for three years, with Kean University required to honor all terms related to salary, benefits, and job security.

The bill also empowers the recognized collective bargaining unit to enforce these provisions through legal means, including seeking injunctive relief and arbitration for any violations. It mandates that all collective bargaining units prior to the merger remain unchanged unless altered through a formal petition. Furthermore, the bill requires Kean University to implement a comprehensive communication plan to support affected employees, ensuring they are informed about their rights and the grievance process throughout the merger transition.
