This bill mandates that all counties in New Jersey that do not currently have a county mosquito control commission establish one within one year of the bill's effective date. Currently, only four counties have such commissions. The bill also expands the use of State aid for mosquito control to include airplane spraying across all counties, removing the previous limitation that restricted this aid to counties bordering the Atlantic Ocean. Additionally, each county mosquito control commission is required to submit an annual report detailing their mosquito control activities, including specific information on methods used and costs incurred.

Furthermore, the bill requires the State Mosquito Control Commission, in consultation with the Director of the New Jersey Agricultural Experiment Station, to develop and publish guidelines for mosquito control within two years of the bill's effective date. These guidelines will be based on the reports submitted by the county commissions and will be updated annually. The bill also updates terminology in existing laws, replacing "county mosquito extermination commission" with "county mosquito control commission" and changing references from "board of chosen freeholders" to "board of county commissioners." Lastly, it repeals a previous law regarding the terms of original commission members.
