This bill amends the Fiscal Year 2026 annual appropriations act by reallocating an existing appropriation of $350,000 originally designated for Borinqueneer Park improvements in the City of Perth Amboy to the Borinqueneers Park Education Alliance, a New Jersey non-profit corporation. The total state aid appropriation is adjusted from $945,063,000 to $944,713,000, with a decrease in the general fund allocation from $155,850,000 to $155,500,000. Additionally, the grants-in-aid appropriation for community resources is increased from $79,250,000 to $79,600,000, while the total for social services programs rises from $87,750,000 to $88,100,000.

The Borinqueneers Park Education Alliance aims to support the construction of a memorial in Perth Amboy honoring the 65th Infantry Regiment of the United States Army, known as The Borinqueneers, who served during the Korean War and were awarded the Congressional Gold Medal in 2016 for their bravery. This bill does not increase the overall appropriations for the fiscal year but reallocates existing funds to better support the memorial project.
