This bill establishes a five-year pilot program in New Jersey to allow autonomous vehicle testers to operate fully autonomous vehicles (AVs) within the state. The New Jersey Motor Vehicle Commission, in consultation with the Department of Transportation, will oversee the program, which requires testers to submit applications for approval and comply with specific operational guidelines. A task force composed of public safety officials, transportation experts, and industry representatives will monitor the program, provide quarterly reports, solicit public feedback, and assist in developing safety protocols related to AV operations.

The bill outlines strict requirements for the operation of AVs, including the necessity for operators to be seated in the driver's seat, capable of taking manual control, and possessing a valid driver's license. Additionally, AVs must be equipped with safety systems, crash-avoidance technology, and comply with cybersecurity standards. All collisions involving AVs must be reported within 48 hours, and the Department of Transportation is tasked with establishing testing environments and coordinating smart infrastructure for AVs. The commission is also required to submit a report evaluating the pilot program and offering recommendations for the safe integration of AVs on state highways within six months of the program's conclusion.
