The bill establishes the Advanced Transmission Technologies Workforce Development Program (ATT Program) within the New Jersey Department of Labor and Workforce Development. The program aims to equip electrical engineers and utility workers with the necessary skills for installing and managing advanced transmission technology systems, thereby ensuring a skilled workforce capable of supporting rapid deployment and minimizing technical delays. To achieve these objectives, the program will focus on job creation, embedding workforce training in infrastructure investments, utilizing community agreements to connect training to job opportunities, preparing students with relevant technical education, developing retraining programs for the existing workforce, addressing the needs of emerging industries, and leveraging state and federal funding resources.

Additionally, the bill mandates the department to prepare and submit an annual evaluation report to the Governor and the Legislature, detailing the effectiveness of the ATT Program, the status of participants, and recommendations for program administration. The first report is due by July 1, 2027, with subsequent reports required annually by July 1. The department is also authorized to seek and utilize various funding sources for the program, including those from state, federal, and non-governmental entities.
