To achieve these goals, the program will focus on job creation, embedding workforce training in infrastructure investments, utilizing community agreements, preparing students with relevant technical education, developing retraining programs, addressing the needs of emerging industries, and leveraging state and federal funding resources.

Additionally, the bill mandates the department to prepare and submit an annual evaluation report to the Governor and the Legislature, detailing the effectiveness of the ATT Program, the status of participants, and recommendations for program administration. The first report is due by July 1, 2027, with subsequent reports required annually thereafter. The department is also authorized to seek and utilize various funding sources to support the program's objectives.
