This bill mandates the New Jersey Board of Public Utilities (BPU) to conduct a comprehensive study on the potential deployment of advanced transmission technologies (ATT) by electric public utilities in the state. The study aims to evaluate various aspects of ATT, including their attributes, functions, costs, and benefits, as well as their potential to enhance the reliability, efficiency, and safety of the electrical grid. The BPU is tasked with identifying ways to streamline the deployment of ATT, assessing policies from other states, and exploring partnerships between end-use customers and utilities for faster implementation. Additionally, the board is required to hold at least two public stakeholder meetings to gather input from interested parties and the public.

Within one year of the bill's enactment, the BPU must submit a written report detailing the findings of its study to the Governor and the Legislature, and also publish the report on its website. The bill highlights the urgent need for improved transmission infrastructure in light of rising energy demand and the existing backlog of energy generation projects, emphasizing that advanced transmission technologies could provide a timely and cost-effective solution to alleviate grid congestion and enhance overall system capacity.
