This bill mandates that starting March 1, 2026, public entities must publish legal notices on their official websites, which must be accessible to the public free of charge. It also requires the Secretary of State to create a centralized webpage with hyperlinks to each public entity's legal notices and mandates that these entities maintain an archive of legal notices for at least one year. Local government units are allowed to publish legal notices in eligible online news publications, provided they meet specific criteria, including accessibility and a minimum number of unique monthly visits. The bill transitions the publication of legal notices from traditional print newspapers to online formats, with a grace period until March 1, 2026, during which print publication is still permitted.
Additionally, the bill amends existing laws to allow newspapers that relocate their offices within the same or adjacent counties to continue publishing legal advertisements for two years post-move or until they achieve the highest paid circulation in the area. From January 1, 2025, to March 1, 2026, public entities can utilize newspapers for legal notices in any format, including print or electronic. After the transition period, public entities must publish legal notices online and in eligible online news publications at least twice a month, directing the public to their official websites for complete texts. The bill aims to enhance transparency and accessibility of legal notices while providing a structured transition to online publication.
