Until the new digital requirements take effect, legal notices must still be published in print newspapers.
Additionally, the bill allows newspapers that relocate within the same or adjacent counties to continue publishing legal advertisements for two years post-move or until they achieve the highest paid circulation in the area. It ensures that from January 1, 2025, to March 1, 2026, previously qualified newspapers remain eligible to publish legal notices in any format. The bill also requires public entities to maintain an archive of legal notices for at least one year and mandates that non-public entities publish legal notices in eligible online news publications at least twice a month. Local government units are exempt from maintaining an archive until July 1, 2026.
