Additionally, a nonlapsing revolving fund, named the Bullet-Resistant Law Enforcement Motor Vehicles fund, will be created within the Department of Law and Public Safety to manage the funds allocated for this purpose.

To support the funding of this grant program, the bill mandates that $1 be added to each fine and penalty collected for violations of the motor vehicle code or other traffic violations, with these funds directed to the State Treasurer. This includes an additional $1 from bail forfeitures. The State Treasurer is required to deposit these collected funds into the newly established Bullet-Resistant Law Enforcement Motor Vehicles fund, ensuring that the financial resources are dedicated exclusively to the grant program for law enforcement agencies.
