Notably, the bill introduces a provision that permits individuals who lack a formal license but have three years of practical experience working in a licensed shop to qualify for licensure without examination.

Additionally, the bill extends the existing three-year pilot program for another three years, which allows individuals who provided barbering services in jurisdictions without licensing to apply for a provisional permit. This provisional permit will be valid for 120 days and can be extended if the applicant continues to meet the program's criteria while awaiting their barbering license. The pilot program is specifically applicable to the cities of Elizabeth, Passaic, Paterson, and Perth Amboy. The bill also mandates a report evaluating the pilot program's effectiveness to be submitted to the Governor and the Legislature upon its completion.
