This bill mandates that the Division of Child Protection and Permanency (DCPP) in the Department of Children and Families, in collaboration with the Division of Criminal Justice in the Department of Law and Public Safety, create a training course focused on the responsibilities of law enforcement officers as mandated reporters of child abuse and neglect. The training will cover the procedures for responding to such reports in line with the DCF/Law Enforcement Model Coordinated Response Protocol. The Division of Criminal Justice is tasked with ensuring that this training is included in the initial training for law enforcement officers within 90 days of their appointment or transfer, and that it is repeated every three years as part of in-service training. Additionally, all local law enforcement officers appointed before the bill's effective date must complete the training within 36 months.
Furthermore, the bill requires the DCPP to periodically evaluate and update the training course and curriculum as necessary. The Department of Children and Families, in consultation with the Department of Law and Public Safety, will also establish rules and regulations to implement the provisions of this act. The bill is set to take effect immediately upon passage.
