This bill mandates the Department of Human Services (DHS) to collaborate with the Department of Community Affairs (DCA), the Board of Public Utilities (BPU), and other relevant State agencies to share information about recipients of needs-based public assistance programs. These programs include Temporary Assistance for Needy Families, Work First New Jersey, the Supplemental Nutrition Assistance Program, and the supplemental security income program. The information provided by DHS will be used to facilitate the automatic enrollment of eligible individuals and households into utility bill payment assistance and energy efficiency programs administered by these agencies.

Furthermore, the bill stipulates that, based on the information received from DHS, DCA, BPU, and other relevant agencies must automatically enroll recipients of the specified assistance programs into applicable utility bill payment assistance and energy efficiency programs, as allowed by federal law. The bill is set to take effect six months after its enactment, although agencies may begin preparations, including entering into necessary memorandums of understanding and establishing regulations, prior to the effective date.
