This bill mandates the Department of Human Services (DHS) to collaborate with the Department of Community Affairs (DCA), the Board of Public Utilities (BPU), and other relevant State agencies to create a memorandum of understanding. This agreement will facilitate the sharing of information regarding recipients of needs-based public assistance programs, such as Temporary Assistance for Needy Families, Work First New Jersey, the Supplemental Nutrition Assistance Program, and the supplemental security income program. The information provided by DHS will be essential for enrolling these recipients into utility bill payment assistance and energy efficiency programs offered by the DCA, BPU, and other agencies.

Furthermore, the bill requires that, based on the information received from DHS, the DCA, BPU, and other State agencies automatically enroll eligible recipients of the specified public assistance programs into the relevant utility bill payment assistance and energy efficiency programs, as allowed by federal law. The bill is set to take effect six months after its enactment, although agencies may begin preparations, including entering into the necessary memorandums of understanding and establishing regulations, prior to the official effective date.
