This bill establishes new definitions and provisions related to mental health support for first responders in New Jersey. It defines critical incidents that may affect first responders, including events such as the firing of a weapon, serious injuries or deaths involving minors, and other traumatic situations encountered in the line of duty. The bill mandates that employers of first responders provide up to 12 hours of paid confidential counseling with a licensed mental health professional for those who experience a critical incident. Additionally, if further counseling is deemed necessary, employers are required to cover up to an additional 24 hours of licensed counseling.

The bill also ensures confidentiality in interactions between law enforcement officers and resiliency program officers or peer support team members, protecting communications unless there is a risk of harm to the officer or evidence of a crime. This legislation aims to enhance mental health support for first responders, recognizing the unique challenges they face in their roles. The provisions are designed to ensure that first responders receive timely and appropriate mental health care without the burden of using their personal leave for counseling sessions that occur during work hours. The act is set to take effect immediately upon approval.
