This bill amends existing New Jersey law regarding the licensure of individuals providing barbering services from other states or foreign countries. It allows applicants who have a license to practice barbering in another jurisdiction, or who have provided barbering services in a jurisdiction that does not issue such licenses, to obtain a provisional permit under a three-year pilot program. This pilot program, which is extended for an additional three years, is specifically applicable to the cities of Elizabeth, Passaic, Paterson, and Perth Amboy. The provisional permit will be valid for 120 days and can be extended if the applicant continues to meet the program's criteria while awaiting their barbering license.
Additionally, the bill modifies the eligibility requirements for licensure without examination. It stipulates that individuals with licenses from jurisdictions with less stringent eligibility criteria may still qualify if they can demonstrate three years of practical experience in a licensed shop. The bill also mandates that the board, in consultation with the Division of Consumer Affairs, evaluate the pilot program's effectiveness and report to the Governor and Legislature upon its completion.
