This bill mandates that each executive county superintendent distribute funds to public schools within their county for the purchase of tourniquets, with an appropriation of up to $500,000 from the State General Fund. The Department of Education is also authorized to distribute additional federal funds for this purpose, as permitted by federal law. The tourniquets must be placed in unlocked locations on school property, clearly marked, and accessible during school hours and school-sponsored events.
Additionally, the bill requires the governing bodies of public schools to develop and conduct annual training for staff on the use of tourniquets and bleeding control techniques. Schools may collaborate with local law enforcement, emergency medical services, or recognized organizations to fulfill this training requirement. Each school employee must participate in the training, and the governing body is responsible for submitting a statement of assurance regarding compliance with these requirements to the executive county superintendent.
