This bill mandates the Commissioner of Transportation to establish rules and regulations aimed at reducing helicopter noise at state-licensed airports, heliports, and helistops. Specifically, it requires a reduction of helicopter departures by at least 47% compared to the average number of flights over the previous year. However, certain flights are exempt from this reduction, including those operated by federal or military authorities, news agencies, licensed hospitals, and helicopters providing emergency medical transportation.
Furthermore, the bill stipulates that applicants for new or renewed licenses to operate a heliport or helistop must certify that they will prohibit helicopters offering sightseeing or tourist services from taking off or landing during specified nighttime hours: between 9:00 p.m. and 8:00 a.m. on weekdays, and between 6:00 p.m. and 10:00 a.m. on weekends. This legislation aims to mitigate noise pollution and enhance the quality of life for residents near these aviation facilities.
