This bill mandates the Commissioner of Transportation to establish rules and regulations aimed at reducing helicopter noise at state-licensed airports, heliports, and helistops. Specifically, it requires proprietors to decrease the number of helicopter departures by at least 47% compared to the average number of flights over the previous year. However, certain flights are exempt from this reduction, including those operated by federal or military authorities, state entities, news agencies, licensed hospitals, and helicopters providing emergency medical transportation.
Furthermore, the bill stipulates that applicants for new or renewed licenses to operate a heliport or helistop must certify that they will prohibit helicopters engaged in sightseeing or tourist services from taking off or landing during specified nighttime and early morning hours. This provision aims to further mitigate noise disturbances in the surrounding areas. The bill is set to take effect immediately upon enactment.
