This bill mandates the Department of Transportation (DOT), the New Jersey Turnpike Authority (NJTA), and the South Jersey Transportation Authority (SJTA) to construct suicide prevention barriers on specific bridges and overpasses that are identified as posing a significant suicide threat. Within one year of the bill's enactment, each authority is required to conduct a study to identify such structures under their jurisdiction, which are not classified as local or county bridges or overpasses. The study will assess factors such as the height and location of the bridge, potential transportation hazards, and historical data on suicides at those locations. Based on the findings, each authority will determine the feasibility and type of suicide prevention barrier to be installed.
If it is deemed infeasible to erect a suicide prevention barrier on a particular bridge or overpass, the bill stipulates that alternative secondary suicide prevention methods must be implemented. These methods may include surveillance systems, emergency phones connected to crisis hotlines, increased patrols, and informational signs directing individuals to support services. The bill aims to enhance safety and reduce suicide attempts from elevated structures across New Jersey.
